Description :client  requires the services of 1 Systems Analyst 2, hereafter referred to as Candidate(s), who meets the general qualifications of Systems Analyst 2, Applications/Software Developmentand the specifications outlined in this document for the client

 All work products resulting from the project shall be considered “works made for hire” and are the property of the client and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).


The Department of Information Resources (DIR) requires the services of (1) Systems Analyst II, hereafter referred to as Worker, who meets the general qualification of Systems Analyst and the specifications outlined in this document for (HHSC) Information Technology.

1. Support the migration efforts of the integrated resident information system, HHSC IRIS, which includes Cerner Millennium, Dentrix, CareTracker and RLDatix Risk Module to a new SaaS solution. This includes comprehensive planning, data assessment, cleansing, and mapping to ensure compatibility with the new system. The Systems Analyst II will be responsible for designing and implementing workflows that integrate with the existing system, ensuring a seamless transition and optimal functionality of the new system. The Worker will document all phases of the migration process, engage with clinical and IT stakeholders for requirements gathering, and ensure clear communication throughout the Software Development Life Cycle. (40%).

2. Ensures that design complies with HHSC standards. This task also involves setting up validation and auditing processes to maintain data integrity post-migration. (10%)

3. Perform necessary testing of the migration process, including creating and executing Unit test scripts, managing test scenarios, analyzing test results, and debugging issues. Utilize established software development and testing standards to ensure the reliability and functionality of the new SaaS solution. (25%)

4. Provide regular updates on the migration progress to all project stakeholders including immediate managers, technical leads, developers, and business analysts. Use ticketing systems for information sharing and problem resolution. Prepare and deliver presentations and updates to both internal and external audiences to explain the migration process, system functionality, and technical challenges (15%)

5. Facilitate the smooth transition to the new system by providing strategic oversight and support post-migration. This includes training end-users, preparing comprehensive system documentation, and recommending strategies for optimizing system performance based on feedback and performance metrics. (10%)

CANDIDATE SKILLS AND QUALIFICATIONS

  • Database management systems and data migration, with a strong emphasis on healthcare EHR systems, particularly those involving complex integrations like Cerner Millennium. Required-7-years
  • Experience in Oracle, Microsoft SQL Server, or similar database scripting, crucial for the efficient migration of data to new SaaS platforms. Also, skill in using EXCEL, Word, Visio, and other spreadsheet software. Required-7-years
  • Business analysis, including reviewing, analyzing, and evaluating user requirements, operational procedures, and identifying solutions to automate processes or enhance system functionality. Required-7-years
  • Experience in documenting business process flows and standardizes existing and future process flow improvements by conducting data collection and meetings with the subject matter experts to gain full understanding of system usability and documenting the w Required-7-years
  • Preparing specifications for data input/output processes.
  • Resolving complex data-related issues using robust analytical skills and logical problem-solving approaches. Required-7-years
  • Exceptional oral and written communication skills, essential for producing clear project documentation and engaging effectively with stakeholders Required-7-years
  • Strong interpersonal abilities to support diverse teams and inspire high productivity and collaboration among team members. Required-7-years
  • In-depth knowledge of current IT industry trends and market insights, applying them strategically within the organization. Required-7-years
  • Architectural concepts, principles, and tools relevant to infrastructure, information systems, applications, and organizational structure Required-7-years
  • Prior experience with SaaS model EHR systems and cloud data migrations. Preferred-2-years
  • Experience with Texas DIR Project Delivery Framework and document templates Preferred-2-years
  • Familiarity with the existing and planned software technology and the global, regional, and local software architecture and infrastructure components Preferred-2-years
