The Instructional Designer is responsible for developing innovative instructional programs and materials that align with organizational goals and learner needs for the State Accounting Office (SAO). This role requires a blend of instructional design expertise, creativity, and strong communication skills to create engaging and effective learning experiences. The Instructional Designer will collaborate with subject matter experts (SMEs) and stakeholders to ensure the accuracy and relevancy of training content. Local candidates preferred. Out of state candidates are permitted. (100% remote)
Key Responsibilities:
• Conduct thorough Training Needs Assessments and Audience Analyses to identify learning objectives and performance gaps, training participants, and delivery channels.
• Design and develop comprehensive, 508-compliant instructional materials, including course summary sheets, learning objectives, course outlines, storyboards, video scripts, job aids, quick reference sheets, and other supporting documents for training deliverables.
• Create online, interactive training materials in various formats, such as printable job aids, instructor-led (virtual and in-person), microlearning, videos, and eLearning courses.
• Generate program interactive, SCORM-compliant webinars, microlearning and full-length eLearning courses in eLearning authoring tools (e.g., Adobe, Captivate, Camtasia, Articulate Storyline)
• Develop and administer a variety of assessments, including quizzes, tests, simulations, and practical exercises, to measure learner progress and comprehension. Analyze assessment data to evaluate the effectiveness of instructional programs, identify areas for improvement, and make data-driven recommendations for enhancing learning outcomes.
• Accurately track and document the progress of instructional design projects, ensuring milestones and deadlines are met. Utilize project management tools to monitor timelines, resource allocation, and deliverables, and provide regular updates to stakeholders on the status of development efforts.
• Collaborate with subject matter experts (SMEs) to gather content and ensure the accuracy and relevancy of learning materials. Work closely with stakeholders, including leadership teams and learners, to understand learning needs and objectives, ensuring that training programs align with organizational goals and learner requirements.
• Periodically review and update curriculum and existing training content to ensure accuracy, relevancy and alignment with organizational goals and industry standards.
• Stay current with industry trends and best practices in instructional design and adult learning theory.
Qualifications:
• Minimum of 3-5 years of experience in Instructional Design, Education, Training and Development, or a related field.
• Proficiency in Microsoft Office applications (e.g. Word, PowerPoint, Excel).
• Proficiency in eLearning authoring tools (e.g. Articulate Storyline, Adobe Captivate, Camtasia).
• Experience with SCORM-compliant course development and Learning Management Systems (LMS)
• Strong understanding of 508-compliance requirements and best practices for creating accessible learning materials.
• Expertise in designing and developing comprehensive instructional materials, including course summary sheets, learning objectives, course outlines, storyboards, video scripts, job aids, quick reference sheets, and other supporting documents.
• Ability to create online, interactive training materials in various formats, such as printable job aids, instructor-led (virtual and in-person), microlearning, videos, and eLearning courses.
• Experience in developing and administering a variety of assessments and analyzing assessment data to evaluate instructional program effectiveness.
• Strong understanding instructional design models (e.g. ADDIE, SAM).
• Proven ability to accurately track and document the progress, ensuring milestones and deadlines are met.
• Strong collaboration skills, with the ability to work effectively with subject matter experts (SMEs), leadership teams, and learners.
• Excellent written and verbal communication skills, with the ability to provide regular updates to stakeholders.
• Ability to work collaboratively in a team environment and adapt to a hybrid work schedule, role is a hybrid position requiring in-office presence at least twice a week, with additional onsite time as needed based on role-specific and agency requirements.
• Desired Skills:
• Bachelor’s degree in Instructional Design, Education, or a related field.
• Proficiency in using Workday for creating, managing, and delivering training programs. Experience in leveraging Workday’s Learning Management System (LMS) capabilities to track learner progress, generate reports, and ensure compliance with training requirements. Ability to integrate Workday with other eLearning authoring tools and platforms to enhance the overall learning experience.
Preferred Education, Experience, & Skills
• Successful implementation of large-scale ERP transition to Workday solution.
• Master’s degree in Instructional Design, Education, or a related field.
• Knowledge of gamification techniques and how to apply them to enhance learner engagement and motivation.
• Experience in creating multimedia content, including graphics, animations, and interactive elements using tools like Adobe Creative Suite (Photoshop, Illustrator, After Effects).
