REQUIRED SKILLS/EXPERIENCE:
• Experience with the deployment and implementation of at least three (3) large-scale LMR wireless communication system for statewide public safety projects of similar size or scope to MSWIN. Large scale being defined as a minimum of 120 sites

• Experience with Motorola digital trunked two-way radio systems
• Experience in the deployment and testing of a state-wide, five master site P25 public safety network
• Experience in the deployment and testing of a state-wide P25 700 MHz narrow-band FDMA integrated voice and data (IV&D) network
• Experience in the testing of APCO-25 Phase 2 LMR systems
• Experience in the field testing of site facilities, including but not limited to alarms, generators, UPS
• Experience in the testing digital microwave systems
• Experience in the deployment and testing of P25 network employing OTAR and OTAP
• Experience in the upgrade and testing of a state-wide P25 700 MHz FDMA network to a P25 phase 2 TDMA network
• TBN Engineering Services
• Governance of statewide or enterprise wide wireless initiatives
• Site Engineering Services
• Verifiable proven methodology for managing project documentation to include identification, filing, and archival of project documents
• Change management services to include accurate tracking and measuring project variances
• Experience in the design, licensing, deployment and testing of Sonet and MPLS Aviat, Alcatel-Lucent, and Cielo microwave networks
• Experience in the design, licensing, deployment and testing of Sonet and MPLS based microwave backhaul networks consisting of 100 hops or greater
• Experience in the analyses and corrective action(s) necessary to resolve microwave path performance issues
• Experience in the conversion while hot (in operation) of TDMA microwave network to MPLS in networks consisting of more than 100 sites
• Experience with Statewide 700 MHz P25 digital trunked two-way radio systems
• Experience with Motorola TDMA digital trunked two-way radio systems
• Proficiency in Microsoft Word, Excel, Visio, and Project
• Ability to effectively communicate in English verbally and in writing
• Ability to interact with functional users, technical staff, and Motorola project team members regarding business and information technology needs
• Ability to listen and solve problems
• Effective time management skills
• Ability to work independently under the supervision of the WCC Executive Officer
Preference Skills:
• Successful engagements with state entities in the past. Vendor must specifically describe the proposed personnel’s relevant experience with state entities.
• Direct experience with the WCC’s MSWIN System infrastructure, sites and operation
REQUIRED CERTIFICATION(S):
• Project Management certification such as Project Management Professional (PMP) or Certified Project Manager (CPM)
REQUIRED DEGREE: Engineering Degree.
